India, March 10 -- FD 2030 is not an 'add-on' to existing Marine Corps capabilities that were still useful in many situations. Instead, the Marines would give up existing capability and eventually replace it with what FD 2030 called for. This is akin to a carpenter tossing tools out of his tool box, some of which he knows he'll need while waiting for a smaller amount of new untested tools to arrive.
