SHILLONG, India, May 6 -- Meghalaya High Court issued the following judgment on April 24:
Mr. S. Thapa, learned counsel for the petitioner has submitted that he may be allowed to withdraw this petition with liberty to file a fresh petition before the court of competent jurisdiction.
