Introduction
By Application for disciplinary findings and orders dated 22 September 2022, the Health Care Complaints Commission ("the Applicant") alleges that Dr Paul Labana ("the Practitioner") has been convicted of criminal offences and has been guilty of unsatisfactory professional conduct and professional misconduct.
The Application in 2022 also asserted that the Practitioner had a mental impairment that affected or was likely to affect his capacity to practise medicine.
